I have developed, in almost 19 years of activity, many expertise in the service of local development, with the originality of having experienced them in my various achievements, but also as local elected, mayor of a small community, innovative in its way of managing as in its actions (Savins). I accompany the change of practices, able to put into perspective the societal transformations linked, in particular, to the advent of digital and globalization.

I have invested in its various dimensions, innovating to push development projects, services, whatever the interlocutors, the territories and the levels of collaboration (from the local to the European level) communicating, notably through the implementation (Evous, Revesdiab, Brie’Nov …). But also by projecting the future of local authorities, in connection with the digital and its uses (Brie’Nov), by validating the feasibility of local ecosystems (my work in the social economy, with the Champs des Possibles), working on the challenges of mobility and accessibility, especially services. You can find many examples in my portfolio of accomplishments.

Above all, it is my convictions and commitments that make me credible with partners such as rural mayors in France, major companies like AG2R la Mondiale and corporate networks (Relais d’Entreprises) and all those concerned by these topics. My approach considers the territory in all its dimensions and pluralities … in its complexity.

Beyond the missions carried out, there are several significant achievements whose interest has since been confirmed. Thus, I am a founding member of Brie’Nov, the 1st living lab rural of the Ile de France region, invested in several national projects concerning local development (the innovation laboratory with the Commissariat Général à l’Equality des Territoires, the Industrial Demonstrator for the Sustainable City, the Ministry of the Environment … and in constant collaboration with the universities, notably via the Sonate project.

I was at the origin of the first Cooperative Society of Collective Interest acting on the field of telework and promoting the deployment of teleservices in rural and periurban (Nomade Office). Pioneer, our intuition has since been confirmed by the flowering of telecenters in France. My action has been recognized several times by the Ile de France region and the department of Seine et Marne. I have intervened in several meetings to explain the originality of the approach and the choices.

I have also been very involved in the development and development of local resources, especially human resources. This is reflected in my various experiences, notably within the Maison de l’Emploi and the training of Sénart, where I worked on territorial social dialogue and the chamber of commerce with the creation of GDE77, the first group of employers sharing human ressources.

Finally, as an individual, I am co-creator of Cigalterego, a local participative bank and invested in RepairCafé Sud est 77, which I run and the Foodcoop Sud 77 project. I am also deputy secretary general of APIVIA, mutual MACIF group, in particular in charge of innovation and prevention. I am consistent between my convictions and my actions. I would like to add that I am involved in several networks, including the world of livings labs (I am ambassador design), telecenters organizations (Télécentres Initiatives 77, the regional collective of third places …), Colibri, and I am still a member of the association of rural mayors of Seine et Marne that I helped create.

The economy, including tourism, social links, the digital world, the environment, organic farming, innovation, the social and solidarity economy, all these issues intersect and complement each other within the framework of my recommendations. That is why I speak more readily about the overall development of territories, even of desirable development.

Work methods

Analysis and diagnosis

Starting from intuitions, needs, sometimes a very small idea, and carrying out fieldwork to confirm, identify potential resources, identify actors and relays, validate feasibility and advocate. These are the great scores, ideally a mixture of fieldwork and factual inquiry. In reality, each territory reveals a personality, specificities, which add an additional dimension. The objective of this phase is to clearly define the possibilities of the project, to advise the most realistic and to create the conditions for success, in particular by promoting the emergence of a local dynamics and the appropriation by those who will, at the same time, the doers and the users. I always bring an innovative perspective, one of the means of attracting the attention of potential partners and helping the territory and its actors to distinguish themselves.

You will find the illustrations in several projects, both in a territory to be built (a Regional Natural Park), as well as in existing territories or in accompanying networks of actors (national association of rural mayors).

Project management

it is a question of carrying out a project, from the upstream to the downstream, until its realization. Between planning, human and financial resources and various means, the objective is both to guarantee the conditions for success, but also to respect the deadlines and the various constraints. It is a role of facilitator, assistance to project owner, which makes it possible to bring a set of skills to the service of communities or other organizations do not have. It is, above all, an outward look, always welcome to bring a different dynamism and a perspective.

This quality is sought in all projects, and in particular those requiring to meet deadlines, partnerships with variable geometry, and to justify the actions and the resources involved. I am thinking more particularly of European projects, but also of the various calls for projects that confirm their mastery. (Equal, the Senart Employment and Training House, the National Silver Economy Project).

Building synergy and finding means

The development of a territory can not be conceived without the mobilization of energies and means. The first can be local, especially during the diagnostic and precision work of the project. The technique is to associate them, to put them in synergy in order to guarantee the success of the approach by its appropriation and its durability. This is made all the more easily because the approach is innovative and it gives pride of place to the collaborative. The involvement of inhabitants and users is often a fundamental lever. It corresponds to a political position.

The latter, are unavoidable in all projects. Their mobilizations usually involve addressing the traditional partners of local authorities, especially local and regional authorities. Often, they also reside in innovative approaches, which are at least different from traditional practices, and which can also be revealed locally as the project progresses. Indeed, skills are also means.

In any case, synergy and the search for means constitute an essential challenge reinforced by the uncertainty that weighs on local resources. It is important to strengthen partnerships and, in particular, to bring the public and the private sector closer together. It is one of the forms of innovation.

Several examples illustrate these competences, between the management of European funds, the mobilization on digital uses, the development.

Animation and evaluation

Animation is essential to give shape to the project. It can not be only demonstrative. It must also feed on participations and interactions. My method also proposes accountability through stakeholder involvement. Whether it is thematic, general, that it serves to imply, mobilize, account, enlighten … I say that almost all means are good. The digital approach makes it possible to cover a territory by mixing animations in face-to-face and remotely and is used to develop transparency, interaction, awareness and accessibility to the project.

The evaluation that I advocate proposes to set indicators throughout the course of the project. This technique makes it possible, at the same time, to follow the course well, to measure the actions and to abound the final evaluation of the project. Through indicators, often simple, measuring, at the same time, quality, quantity, mobilization, production, the sponsor can follow the process and make choices, make decisions, knowingly. Evaluation is a tool of animation.
